If they want to reign in the federal government they need to restore the rule of law.

The most effective way to restore the rule of law would be a constitutional amendment to permit any state attorney general to bring a prosecution for any federal wrong doing.

The problem we have is that the AGs like Eric Holder won't prosecute people in their administration who are committing crimes. To say that the executive branch of the federal government is wildly out of control is an understatement.

Under such an amendment, any state prosecutor should be authorized to bring and investigation and prosecution for any federal or state crime. Since each state is a sovereign, each state should be enabled to bring their own prosecutions. Then we would have 50 chances to get it right and we would have 50 states looking over the federal governments shoulder.

Second Part of amendment would be a prohibition on presidential pardons when a state AG brings an investigation, prosecution and gets a conviction.

I suspect with that amendment, the federal government would fall in line really fast, this would give the phrase "rule of law" some real teeth and we won't have fast and furious or Lois Lerners or Hillary Clintons running around flaunting the law even if the president himself orders it.

EDIT
and the third part of the amendment should be that the highest court of appeal for a conviction under this amendment would be the highest state court where the prosecution is brought and not the US supreme court.
