Clearly no video trickery here, but the rational explanation usually fits best: the car went through/under the fence and the posts held strong.

It's possible one side of the fencing was broken/loose before the car passed through it. I've walked through partially-broken fences with relative ease. Perhaps the suspect knew of this particular spot in the fence.

Even if it wasn't broken beforehand, as long as the posts are steady and part of the fencing still attached to the posts, I imagine the fence wouldn't shake for too long after being breached. Towards the end of the video you see the car has quite some distance on the cruiser, which leads me to believe there was a enough time for any shaking to calm down.

The most striking detail I find: notice that the video ends right at the perfect moment for the TV audience. No follow up... The cop doesn't get out of the car, nor does the cruiser back up in reverse or make any other movement. The story ends there with the narration. Someone chose to leave out the rest of the video.

Finally, let's say it really was a teleportation. Why go through all that trouble to run from the cops? Why teleport through a fence and not a brick wall? Just sayin'...
