Thats the law here, BC, at least. Wear and Tear, landlord responsible for repainting every year, which they don't, but that means you don't have to if you've stayed a while.
Carpets and lino, 4 years or so, as well. Wear and Tear is important. Along with photos of the place when you move in.

The lease agreement can't violate it and its the landlords duty to repaint with the new tenant, if you've been there over a year. Each year in fact. Its called wear and tear. leases cannot violate tenancy acts. Now sometimes small claims courts are corrupt but thats a misfire of justice not the law, when you get a bad judge. It doesnt matter what the lease says about paint, that was 2 years ago, so he had to already repaint it by now. Most don't until you move out, but then its their responsibility.
