OSCE envoy to Ukraine resigns, "peace process is basically dead", "we will see an escalation this summer.”
Heidi Tagliavini, a Swiss diplomat who played a key role in negotiating a February cease-fire and peace deal, has decided to resign as special envoy of the Organization for Security and Cooperation in Europe, Switzerland’s Foreign Ministry said Saturday.

The resignation came as Canada’s Prime Minister Stephen Harper pledged officers and funding to bolster the Ukrainian police force during a visit to Kiev, in his country’s latest show of support for Ukraine in its standoff with Russia.

“Tagliavini’s resignation reflects her growing frustration and is another sign that the peace process is basically dead,” Joerg Forbrig, a senior program director at the German Marshall Fund of the U.S. in Berlin, said by telephone. “The expectation is we will see an escalation this summer.”

Rebel negotiator Denis Pushilin expressed concern Saturday at Tagliavini’s resignation.

“I’m not very happy that Heidi is leaving us as we learned to work with her over this period, she listens to our arguments,” Pushilin said in an interview with Russian radio station Russkaya Sluzhba Novostei. “We expect an objective approach from her successor.”

Ukrainian ex-President Leonid Kuchma, who represents the government in Kiev at the peace talks, also said he regretted Tagliavini’s departure. He praised her “constructive” work, according to the Interfax news service.

Tagliavini, a Swiss diplomat fluent in Russian, served as the OSCE envoy to the Trilateral Contact Group that has brought together the Ukrainians, Russians and separatists. Known among other diplomats as “the facilitator,” she earned the trust of all sides, according to Russian, Ukrainian and separatist officials.

Stephen Harper vows to keep Ukraine on G7 agenda during visit to Kyiv

“While Ukraine may not have a seat at the table, I can assure you, Mr. President, the situation will be very high on Canada’s agenda,” Harper said with Poroshenko at his side.

Pentagon chief says new action needed on Russia over Ukraine

On Thursday, NATO Secretary-General Jens Stoltenberg accused Moscow of sending sophisticated new weapons to Russian-backed rebels in eastern Ukraine, including artillery and anti-aircraft systems.

The United States needs to take new steps to respond to the Ukraine conflict because economic sanctions and other Western actions have failed to get Russian President Vladimir Putin to reverse course, Defense Secretary Ash Carter said on Friday.

"What’s clear is that sanctions are working on the Russian economy." "There are other things we need to be doing in recognition of the fact that ... Vladimir Putin does not seem to be reversing course," Carter said, noting the response needed to be both political and military.

Carter arranged the session ahead of a series of meetings addressing the issue this month - a G-7 summit in Germany.

"US State Department spokesperson Marie Harf refused to directly acknowledge Kiev’s role in violating the Minsk peace agreements in eastern Ukraine, turning a blind eye on daily OSCE reports that equally implicate the government and the rebel forces.




Over the past two months, the OSCE has blamed the Donetsk and Lugansk forces for nine violations of the ceasefire, while accusing the Ukrainian government of another eight. Chichakyan added that there were only 33 reports regarding rebel violations of the requirement for heavy weapons withdrawal under the Minsk agreements, compared to 35 reported violations by Ukrainian troops.
