I've shifted my opinion on this a bit. Primarily, gangstalking is spiritual in nature. People who aren't walking with the Lord have a lot of demonic oppression. That means when they interact with others, demons whisper all kinds of junk into their mind to make them feel a certain way about their interactions.

Moreover, other demons in other unsaved people will actually coordinate gangstalking-like situations around people who are unsaved. So, in a sense, they are being gang-stalked, but often times the people doing the stalking are helpless pawns being manipulated by demons, and are likely receiving spiritual gangstalking themselves at times.

Now, that being said, are some people being literally targeted for gangstalking? Sure, but it's pretty rare. The average person isn't important enough to be targeted. People wouldn't bother putting their resources into gangstalking the average person. There's no real benefit to it.
