High powered lasers are a real threat and civilians have legal access to such lasers. With a laser like this, you don't have to hit the pilot(s) in the eye to cause blindness. With sufficient power you only have to hit the windscreen and even the reflections in the cockpit can cause blindness. No wonder there are rumors that pilots have been told to wear an eyepatch over one of their eyes upon take-off and landing approach.
