There's a difference between incidental and right in their face. Boys and girls learn each other's anatomy easily from the internet, or in health class. Can someone explain to me how this is a big deal? It's not nice, but "not nice" isn't the reason we define certain things as felonies, is it? We all know about rape trauma. Is there evidence that having someone expose their genitals to you can cause significant ongoing trauma? Serious question.
That said, I was on a jury where the state of Florida was trying to give a life sentence to a guy who had allegedly exposed himself intentionally to four or five young children. (Life sentence because it would have been a third strike.)
The case wasn't proved (actually it was very unlikely that he did it) and I could confidently vote not-guilty. We all did and he was acquitted. I didn't have to decide whether to think of nullifying the jury because the penalty was unjust.

To answer your totally unprincipled rant, showing why we do need some principles in a civilized society: 1. If it's suitable for a classroom, it shouldn't be a crime outside a classroom. 2. I don't think that looking at an old man's dick, or an old woman's cunt, rises to the level of trauma. 3. The offender's history does not determine whether a given act by him or her is a crime, though it can affect the punishment. (3 strikes rule being an example of it.) The teacher teaches from a book. You think a child molester is thinking of teaching the kids school lessons when he's exposing himself? you might be right...but look at the statistics criminal history tells a lot. And even though the "hate crime" trend is going against it, I still don't believe in thought crimes. Certainly, something that isn't a crime, if done for nice reasons, doesn't become one because one did it with nasty intent. The teacher is assigned a textbook by the principal, approved by the school board perhaps, printed by a printer, written by an author, published by a publisher. If the content is a sex crime, then there's a whole bunch of "legitimate" people that we should think of prosecuting as sex criminals.
