ahhhh - you mentioned philly! your eyes are open, i see. there is someone who is a circuit judge for the United States Court of Appeals for the Third Circuit. I have debated sending some paperwork to this person, but have been procrastinating a bit on it. if you look at the list of judges, i am sure you will be able to pick out the judges name fairly easy. and yes, i believe the waiver is powerful. i may be filing it myself soon. i would really love to file it in my birth county, but i am 1800 miles away. my county will not record anything i have tried to record, but i may go up to the main office and accept some oaths to get the waiver recorded.
