Most bible experts agree the feet are and extension of the Roman empire - portrayed as the legs on the statue (Daniel 2).
From this verse in Daniel many extrapolate that the feet are a revival of the Roman empire:
Daniel 9:26 and the people of the prince that shall come shall destroy the city and the sanctuary
Meaning - the people of the prince WHO IS TO COME, are the Roman people, therefore, the prince who is to come will be Roman.

It was Rome that controlled the ME world, and it will be Rome once again, regardless of the name. I'm glad you made that distinction. "Regardless of the name" The way things are going with The mess in the entire ME and the Refugee crisis in the EU - the end product is anybody's guess.
