Kuril Islands is swarming with quakes, wtf?

The depth of most of those earthquakes is 10km. This means they are outer rise earthquakes near a trench. Large types of these earthquakes took place in Indonesia 2004 and now Kuril Islands. They disrupt the earthquake cycles.
