This is given as a distance from the center of the earth, which has a mean radius of 3,959 miles. So the high atmosphere of earth is about 4,000 miles from it's center.
This thing will thus pass about 6,500 miles above the atmosphere. more or less.

A very close shave, if you ask me. Their orbital data could be off by enough that it could slam into the Earth.

The earth is mostly ocean, so it would most likely hit the Pacific, the biggest ocean.
