Wouldn't a UWB device do the same? As they are actually able to scan 3D and be used to create spatial images even of underground.

This is some seriously useful and not well-known knowledge. Amazing stuff! As for forecasting the weather anyone with a good knowledge of clouds, wind direction and local weather patterns should be able to forecast the weather. Spend enough time outdoors and you will learn how, or buy the weather wizard's cloud book.

I've been playing with these for a few years now. For general scanning look into a DIY 'conical broadband antenna' and stick in your attic. Look for a good quality coax cable and choose it by it's attenuation (mutes signals) that's not in the range your interested in (lower DBs is good). Satellite cable works pretty well also.

You can participate in a network of reception and have your images give valuable feedback to the sat operators! Only in Russia do professional Wx-Sat ops debug their hardware with the help of the amateur community :)

I wish I could receive myself, but it takes a lot of equipment and funds to build a good antenna, as I don't get anything of worth with the one that came with RTLSDR :(

Oh an keep in mind that the standard Chinese, plastic SDR sticks aren't built with quality components. If you can't afford a HackRF, I'd look towards AirSpy. Higher quality electronic components make for a better reception? Can't say I'm affiliated with either of those companies, but I'm not very satisfied how noisy my simple RTL stick is.

Plus that HackRF can transmit as well as having a broader band for reception. If I even win the lotto I'd be buying one of those <3

These USB dongles are really sweet. Antennas really suck though. I can only get a couple local radio stations and some police scanner chatter if they are close.

I would love to find an affordable replacement antenna.

As with any radio application, the antenna is the key to success. There are some good quality dicone antennas out there that will give you decent performance across a wide range of frequencies.
