So what if a major quake hits Cali before the voting begins?

Major quake of the coast will damage the hell out of Cali, they'll likely get a tsunami, and theres a possibility other faults will rupture as a result of the big one. Im sure there wouldn't be any voting there for a while after that right?

How would this affect the voting? Would that be an excuse for them to put a hold on the elections?
