So, here's the other thing I was researching earlier.

I believe that to untie the popular vote from the selection of the Republican Party Presidential nominee, especially when the votes were cast in closed primaries or caucuses by members of the Republican Party, is a form of disenfranchisement or abridgment of a U.S. citizen's civil right to vote for the President.

This civil right is mentioned a total of 4 times in the u.s. Constitution and its ammendments. That's how important it is. The other civil rights are discussed once each.

Also, if other states are like Tennessee, the state's Secretary of State is the government official who is required to certify all party delegates for all statewide political parties that have conventions such as the RNC and the DNC and there is a deadline for this. This is because the IDENTITY of BOTH the Presidential candidates and party delegates are directly chosen by those party members voting in the primary.

Also, each political party convention rules committee must declare to the Secretary of State what method will be employed to determine delegate allotment to specific candidates and there is a deadline for this.

Then, IF the method of delegate allotment is not going to be decided by the popular vote, each political party rules committee must declare this to the state's SOS and specify what alternate method of allotment will be used instead AND accomplish that allotment PRIOR TO the date of the primary election and this must occur WITHIN A SPECIFIC DATE WINDOW OF ABOUT 4 weeks as specified by state statute and cited by the SOS.

It appears that the powers reserved to the states in the 10th ammendment to the u.s. Constitution place the overseeing of the initial delegate allotment to candidates process under a state's election statutes and SOS.
