Witches are still practicing magic. They use incantations and magic wands to cast magic spells on amulets and talismans. These talisman and amulets give the wearer power over you when you see them, so you fear them and their authority.

Today we call the witches lawyers, their incantations are legalese, magic wands are called pens, magic spells are laws and their amulets and talisman are now known as badges.
