Weather Manipulation

in our age and time it can be done. weather manipulation is a simple task for "them". technology is scary in the wrong hands. do u know they created time machine 60 years ago? but it did not work properly and we lost some good men. they are somewhere in the past where they don't belong. lets hope they can change past to live in a better future... a future without weather manipulation.

I meant for a person to manipulate weather by themselves without the help of anyone or anything else.
