China to ship North Korean built oilsands plant to Canada via Bering Strait

Whatever happened to talk about sanctions?
China is going to North and South Korea to prefab an entire $5billion oilsands plant for Sinopec's Northern Lights project in the Athabasca tarsands.
They are then going to ship it throuugh the Bering Strait and down a reopened Makenzie River- Slave Lake -Athabasca waterway to the project north of Fort McMurray.
The article in the link below only says "Korea" but the map that accompanied the article in the print edition, said "North and South Korea".
