When a labor market is full, is means all jobs in the labor market are filled.

If it is beyond full employment, as the article says it could be, then that means that companies are retaining employees even when the workload may no longer require their positions.

This means the overall cost of labor is higher in relation to a static value of goods produced, which means either prices go up (inflation) or profits go down (Hell freezing over).
