Unless there was another shooter that was mowing people down as they bottle necked toward exit doors. |

Active rescue was designed as a response to Colmbine HS...specifically when there is an active shooter you do not have time to wait for SWAT to arrive on scene. For the order to come down to hold and not to pursue the suspect is complete BS. Need to find out where that order came from because whomever gave it was not wanting this to end quickly. Now what on earth could be that reason <sarcasm>... Hmmm, look no further than what you see the Supreme Court and congress dealing with this week. Same reason why they immediately referred to him having an AR-15 and why the doctors/surgeons also publically discussed him having NYG an AR-15. Another post from 3/25/14 (was not about Orlando of course) where I discussed active rescue. Exactly as I wrote below is what Orlando cops did when they responded until someone told them to stand down...boy, does that not sound familiar? Why do they say "active shooter" when he hasn't shot anything yet?
