Situations might exist where someone is homeless and can't make it to a public mailbox, for instance. If that isn't the case where you live, can't imagine their reasoning. |

Unless your mail is delivered to a letterbox (going into your house) or a P.O. box, which require key access, they are considered public boxes. So, if they use postage, don't disturb your mail, otherwise don't impede delivery of your mail, and don't fraudulently claim the address... its legal. |
