Article says they ordered her to turn around and then after only 40 seconds they maced her. Old people are often easily confused and cannot move quickly. She's lucky some dumb fuck didn't shoot her. Im NOT a cop basher (except for dog murderers) but some LE are out of control and behave as though they don't even have half a brain.. Selection process of police has gone downhill--they don't want anyone with an IQ over 100 in many areas. So now we have the stupid policing us in too many instances.
