The point of the fact is that Austria openly accepted it's Muslim population into it's arm with the succession of Bosnia-Herzegovina into the Austrian empire in 1908, in 1912 they passed what were called the "Islam Laws" to help bring Islam, more secularly into the Austrian empire along with its Jewish and Christian populations.

The new law does nothing but make it illegal for foreign parties to try to unduly influence their Islamic groups via donations, with an eye on TURKEY not fear of ISIS driving the law.
