Federal Judge Strikes Down ‘Assault Weapons’ Ban and Firearm Registration, Upholds Open Carry
With one fell swoop federal judge Ramona Manglona, chief judge of the U.S. District Court for the Northern Mariana Islands, has struck down the Commonwealth of the Northern Mariana Islands’ (CNMI) ban on “assault weapons” and firearm registration requirements while upholding the constitutionality of openly carrying firearms.

The case in which Manglona issued her decision was brought by Paul Murphy, “a veteran who served honorably on active duty in Iraq and Afghanistan as a U.S. Army Ranger, [and who filed suit] to validate his constitutional right to keep and bear arms for self-defense.”

She is the presiding judge of the District Court for the Northern Mariana Islands. (Where she was born, also) An Article I judicial appointment.

ARTICLE I COURTS

These are courts created by Congress under its power under Article I of the Constitution, and include:
TERRITORIAL COURTS

There are federal courts located in the districts of Guam, the U.S. Virgin Islands, and the Northern Mariana Islands. In most instances, these courts function as U.S. district courts, yet they were created under Article I of the Constitution. These courts, called legislative courts to distinguish them from Constitutional courts, function similarly to state and local courts as well as performing their federal role. The legislative courts have jurisdiction over local cases and also those arising under federal law. These courts may also be given duties by Congress that are not strictly judicial in nature. Unlike the other federal courts, they were created by Congress under the article of the Constitution that grants Congress authority over the territories and other fields of federal power.

The judges of the legislative courts are appointed for a term of 10 years. They are not protected under the Constitution against salary reduction during their terms of office.

In addition to the territorial courts, Congress exercised its power under Article I of the Constitution to establish the U.S. Court of Military Appeals, the U.S. Court of Veterans Appeals, the U.S. Court of Federal Claims, and the U.S. Tax Court.

Gun control laws on Guam and the CNMI are a complete joke.

Hawaii-style registration for all guns, especially handguns.

Every New Years night on Guam you can hear people firing guns into the air, and the occasional full-auto action!


I remember years ago there was a scandal where M-16's were discovered having evaporated from the Reserve's armory. I don't recall they ever found them.

I dont know. Everything i am reading says a territory or protectorate we control falls under our sovereignty and the law does not differentiate between the two as having separate law code. To wit---yes, by all legal precident, any citizen in any state, territory, or protectorate that has a foid card, CAN legally open carry. Word will get out, and it may be ok, but dont expect me to go out and walk up to an officer open carrying to quote him law just yet.
