what's the cheapest way to receive this and other info?
i don't have the time or money right now to get a ham license and hardware, so I'm not looking to transmit right now, but a receiver would be nice.

Quoting: johnsnow I would get a HF receiver like a Grundig from Ebay. Load up the Hellschreiber software and get an external microphone to prop up next to the receiver speaker. Alternatively, you could directly connect the receiver audio out to the mic in of your computer. Select "line in" for sound source. Make sure the volume on the radio is down before you do.
