The same effect happens in radar. It's called a thermal inversion. A warm tunnel of air is trapped between two cold layers. This acts like a waveguide (conductor) and electromagnetic energy bends over the Earths curvature. Light is electromagnetic energy. I've seen bright radar echos of mountain ranges 20 miles out when the ship was 200 miles from those mountains.

Pretty much. The proper terminology however is REFRACTION.

I'm a ship Captain in the Great Lakes. I have seen this effect numerous times. When the atmospheric conditions are perfect, objects over the horizon are refracted over the curvature of the earth to appear closer than they are.

I have slowed a ship down and stared at my radar is disbelief when an entire city and shoreline appeared before me in what seemed like a mile away. In perfect detail. And I mean perfect. In reality the city was 25 miles away.

The same phenomenon can be seen every day at sunset. When the sun appears just over the horizon, it is actually already below the horizon by 15 degrees. What you are seeing is the sun reflected through the atmosphere.
