If needed, introduce him to a doctor who is dealing with truly fucked up psychotics due to consumption of the highly toxic strains of GMO-based THC in pot in the market today. At a minimum, make sure he smokes only mellow and not dangerous 60's style home grown or newer medically approved weed. In any case, demonstrated love is the answer.

I called the 101 Police non-emergencies number and explained the situation about my brothers criminal activities in my home.

They said an officer will visit my home in the next 48-72 hours. Hopefully the presence of a Police officer and possible arrest/fine/conviction will scare him enough to stop.
