Yes he can. The power of a President to Pardon is not dependent upon whether or not a person has even be CHARGED.

A Pardon can be done at anytime - even BEFORE a crime is actually committed.

He is going to do everything in his power to focus news on HIM. I would bet anything that there will be an "attack" or "school shooting" so the media has to cover that instead of Trump's inauguration too.

And this must be a really big pardon because he gave no such warnings before his stunts yesterday with Manning and the terrorist he let off

In short, Ford’s pardon covered any crimes Nixon may have committed between the time he was sworn in for his first term and the day he resigned.
