The condition code gives the long term uncertainty, not for the actual flyby.

If you had a look at the data you wold notice this:

2021-Nov-13 19:01 - Min 0.47311 AU - Max 0.47909 AU - Min/Max-difference: 0.00598 AU
2045-Dec-29 09:49 - Min 0.13489 AU - Max 0.15432 AU - Min/Max-difference: 0.01043 AU
2149-Feb-02 05:13 - Min 0.05311 AU - Max 0.06698 AU - Min/Max-difference: 0.01397 AU
2173-Feb-12 20:45 - Min 0.11309 AU - Max 0.19281 AU - Min/Max-difference: 0.07972 AU

The flyby on 25 Feb. has an uncertainty of just 3000 km.
These dimwits should look up the definition of "condition code" instead of making stupid blog articles and stupid videos.

In an age of cars and cell phones with GPS built in, it's hardly necessary to dispatch mobile units to track radio law transgressors. Besides, even if triangulation were used, it would be more for radio sources such as CB, ham, or marine band.
