I believe you are correct.

The racking of the gate structure is due to subsidence at the eastern end. This would account for the 'road gap' covered extensively earlier in this thread.

Subsidence due to water infiltration, which would also account for the recurring spillway seepage on the eastern side.

Personally, I believe the infiltration is coming from the intakes for the second power plant that was never built. They are right in the same vicinity and were supposedly plugged when the second power plant was cancelled.

Right at the abutment of the dam next to the spillway. They are visible at low water levels.

If water is infiltrating in that area, it could very well be going elsewhere within the dam structure itself.

I have been looking for construction photos I had seen previously of the prep work for the spillway structure.

Earthmoving equipment simply compacting dirt into the voids between the rock under the spillway structure. Right in the same area where the spillway deck collapsed. I can't seem to find those photos now.

I also remember driving across the Oroville spillway for many years afterward without any 'enhanced security' BS.

In fact, these 'security concerns' didn't materialize until the spillway came apart and attracted attention to the flaws and shoddy maintenance at the site.

One can still drive across many 'high value infrastructure' sites in this state without garnering CHP inspection.

Would you conside the Golden Gate Bridge to be 'high value infrastructure'? I would.

Is CHP running bomb-sniffing dogs around every vehicle that crosses it?

LOL. Yes, many people pass over the Golden Gate. It is an internationally recognized symbol of the USA (as were the NY towers). It carries a highway of major importance for commuters and commerce. It is a prime terrorist target.

Yet, it does not carry the same CHP scrutiny as a puny little bridge taking Jim-Bob and Bubba to their favorite bass fishing hole.

I'd like to have an intelligent conversation about this if you could ditch the insults, but apparently you can't.

The damage may have started from this publicity stunt near the time of the dam's completion.

#49...you can see there is a chain link fence and gate over the ES weir near the western end. I assume this was installed to keep people from playing on it.

During the 2017 overtopping, video shows this fence was trapping logs and debris, causing a heavy stream of water directed at the ground below the weir. I believe this was a major contributor to the undercutting erosion that prompted the evacuations. A stupid fence.
