Kiewit Co is not a government entity so they are not eligible for CalPers as a retirement plan. Only Government agencies that pay for the retirement plan, Judges, and public service employees. Again only if the agency subscribes to CalPers. Some public agencies have there own retirement plan that is not a part of CalPers.
