Outflows were up to 7200cfs from 5000cfs at noon, so they may have gotten the 2nd penstock flowing sometime between 11 and noon. 1PM outflow update isn't up yet. |

I guess not, that would take common sense, which is in short supply in California. I don't think it got like that overnight, did it? They focus on the levy breaks which happen pretty often.
