Forgive my ignorance but what is A spillway? Dam runoff?

It has gates that can be opened or closed to control the spillway flow. The dam also has an emergency spillway, which is basically a concrete 'spout' that in theory, would allow water to overtop the dam without causing erosion or structural damage to the dam (since it is an earth-fill dam). Since the emergency spillway has no means of controlling the flow of water, damage downstream could be considerable. Oh, ok. That is good news then. I wasn't aware of a second 'emergency' spillway. If you look at an aerial photo of the dam, the regular spillway is to the left of the dam itself. To the left of the spillway, you will see a concrete 'apron' that is the emergency spillway. Below the emergency spillway, you will also see roads and structures that would be destroyed if the emergency spillway ever comes into use.
