Updated info on how much water they can spill via the Hydro Power Plant ... I was WAY off above.
The Hydro Power Plant can ONLY spill out 5000 cfs of water(cubic feet per second) even as inflows into the lake are running about 130,000 cubic feet per second

DWR is working with dam safety regulatory agencies and others toward a long-term solution for using the RVOS, which is intended to restore the full original design capacity of 4,000 cfs at lake elevation 640’ for the RVOS. So a net gain of only 4,000 CFS release, even if they could make it operable? That isn't going to help.
