Do they not patrol the area and inspect it everyday during the rainy season? I guess not, that would take common sense, which is in short supply in California. I don't think it got like that overnight, did it? Actually, apparently it did. It can be seen from the road, and eyewitnesses saw it disintegrate all at once yesterday during a release...
