It seems so. DWR is denying any work being done on the gates, but we know better due to the photos posted by weiryone.

I remember something about that now. has anything been put out by anybody about the purpose of all that concrete..? why are they putting an apron there? I am not sure which concrete you are referring to. To the left or right of the spillway from the bottom camera view?
