I am not sure which concrete you are referring to. To the left or right of the spillway from the bottom camera view?

Looking at the bottom camera view to the right, I see 3 terraced hillsides. The topmost has a green hue, indicating it has been hydroseeded for erosion control.

The two lower hillsides are still bare.

The only concrete I see is an apparent drainage channel lined with cobble, to drain the hillsides toward the river.

I don't see any other concrete.

were is the bent gray channel with the gravel or whatever going to drain what? It is new also in the last days...

Does the seeding look gray at first? I shall watch for color
change as it sprouts if that is what it is.

They are trying to reshape the landscape to resemble what it was before all the construction.

Those hills have been torn up and reshaped since this whole thing started. They have hydroseeded extensively in many areas, but it has been hot and dry here and nothing has sprouted. I don't expect that will happen until after the rains start around November.

The drainage channel is to help carry the water away from those terraced hills so they don't wash away. That dirt has been heavily disturbed and will need a few seasons of rain to pack it down again.
