For most years it has filled, Oroville reservoir started the water year at below average levels. Normal climate variation is not the same as catastrophic climate change. Sorry, Greta.

DWR data for graphs only goes back to 1994, but I believe the reservoir made it to the top the few years before that too. No doubt the last decade has been drier than the previous two (or three) but DWR's water use during the summer has been more aggressive the last decade.

Too many people. Too many almonds and pistachios. Too many golf courses in So. Cal. They could double the capacity of Shasta and Oroville and still cry about not having enough water a year later. Not sure what the solution is, but pouring the entire Sacramento river into a concrete pipe before it hits the bay isn't going to fix anything.

We may have to start culling Californians. I think a fiendishly engineered virus might do the trick. Anyone got any ideas?

1986 for sure. Look for Nor Cal levee breaches and you will see DWR mismanagement of reservoir levels in every case.
