You must have enough material to accomplish this job. I guarantee there is 20 trucks hauling material to this site and they are prepping a batch plant to make concrete on site. Lots of it. . |

IMO they should just reinforce the upper so it will not erode and whatever they can do to secure the "new" spillway bottom. I think so long as that hill between the spillway and the dam is stable it should be fine assuming they don't have to use the emergency. |

I'm assuming they will mix it for an hour or two cure time, so it flows before hardening... but this is how you work on construction in the winter, you make the concrete set up before it freezes. |
