The title on this video is misleading. Just because they're drilling a sequence of holes in the hillside, doesn't mean that they're preparing to use explosives. Lots of holes drilled can also mean that they are preparing to inject cement or grout into the ground to seal off any voids underneath the surface.

explosives nothwithstanding...that looks like a huge void right there!
