Repeal: The abrogation or destruction of a law by a legislative act.
Abrogation: abolition of a law, right, or agreement.
Abolition: the action or an act of abolishing a system, practice, or institution.

Replace: put (something) back in a previous place or position.

Legal definition of Repeal :The annulment or abrogation of a previously existing statute by the enactment of a later law that revokes the former law.
The revocation of the law can either be done through an express repeal, whereby a statute specifically indicates that the former law shall be revoked and abrogated, or through an implied repeal, which arises when the later statute contains provisions that are so contrary or irreconcilable with those of the prior law that only one can remain in force.
The repeal of a law differs from the amendment thereof, because the amendment of a law involves making a change in a law that already exists, leaving a portion of the original still standing. When a law is repealed, however, it is completely abrogated.

1.) The repealment and replacement of Obamacare will revoke previously existing statutes in order to reinstate new legislation with the same categorical functioning.

2.) The repealment and replacement of Obamacare will abrogate existing statutes so that a new system can take its place.

3.) The repayment and replacement of Obamacare implies the destruction of currently existing legislation so that another piece of legislation can take its place that may, or may not be necessary in the first place.

4.) The repealment and replacement of Obamacare implies the destruction of (some/all) of the currently existing legislation so that another piece of legislation can amend or replace (to put something back into a previous position) current statutes.

5.) The repealment and replacement of Obamacare with currently the currently proposed legislation would remove existing parts of Obamacare while keeping others. This does not necessarily mean that the replacement is necessary, or sufficient in itself to adequately serve within the functions of government operations. All that it means is that something else will still be there, however, only the form of application is different.

“The plan would dismantle the key aspects of ObamaCare, including subsidies to help people buy coverage, the law's fines on people who don't purchase health insurance, the expansion of Medicaid, and drop the plan to tax employer-sponsored plans. The bills can be found here and here.”

◦ All Obamacare subsidies, including its premium tax credit
◦ Individual, employer mandate penalties
◦ "Cadillac tax"
◦ No longer will limit the tax break for employer-sponsored health coverage
◦ No payments to insurers for cost-sharing reductions
◦ Selling insurance across state lines (can't be done in the "reconciliation" bill)
◦ Medical malpractice reform (can't be done in the "reconciliation" bill)
What is being added:
◦ Pre-existing condition coverage
◦ Continuous coverage — 30 percent penalty if people don't keep themselves insured
◦ Special fund to help states set up "high-risk" pools, fix their insurance markets, or help low-income patients
◦ Enrollment in expanded Medicaid will be frozen
◦ Current enrollees can stay until 2020, and keep getting extra federal funds, until they leave the program on their own
◦ Medicaid will change to "per capita caps" (funding limits for each person) in fiscal year 2020
◦ A new, refundable tax credit will be available in 2020 to help people buy health insurance
◦ Covers five age groups — starts at $2,000 for people in their 20s, increases to $4,000 for people in their 60s
◦ It's not means tested, but phased out for upper-income people (starting at $75,000 for individuals, $150,000 for families)
◦ Insurers can charge older customers five times as much as young adults



Finally, The Hill also notes that the bill scraps a controversial Republican proposal in earlier drafts to start taxing some employer-sponsored health insurance. Instead, the measure would keep ObamaCare’s "Cadillac tax" on generous healthcare plans starting in 2025, in order to prevent that legislation from adding to the deficit in that decade.
