Now, I know that Sulfur is used for many things... but molten sulfur on a train? Is that usual? And where is this HOT liquid coming from???

Yes, this is how it gets pumped into railcars, as a liquid in it's molten state. It will cool off and resolidify in the weeks it takes to get to it's destination, then they just reheat it with high pressure steam through the heating jacket on the railcar.

Most likely the car was filled in Texas or Lousiana, and then it ended up in a yard in Wisconsin, and got put into a train there. Train cars move across the nation by getting switched between trains that move through various yards.
