I know some Indian IT workers that essentially paid nothing to drive a Nissan Leaf for two years. They negotiated a car lease with payments of $200 per month for two years and received state and federal tax rebates equal to about $5K - while their payments added up to $4,800 over two years. So they basically got paid $200 by the government to drive a car around for two years while they were here working during their h1b visa stay.
