I was upset when Trump launched the cruise missiles because he was either fooled into it or pushed into it by the neocons.

He was a fool for buying into the narrative pushed by an unholy combination of pro-military-industrial-complex chicken hawks - many generally conservative - and Hillary-Francois-Hollande "we came, we saw, he died" liberals.

My sense is the online comments of daughter Ivanka, where she was bleeding her heart about Syria's president supposedly being the big bad meanie behind the use of poison gas in Syria, were a major emotional trigger behind his decision.
