In the business world and workplace the average person or worker may wonder if the actions and general esprit de corps of an organization is approved and condoned by the top level management.

One must remember that the lower level managers and lieutenants are also employees who want to garner the favor of their bosses, advance, and secure their own employment. Unless having a career destruction wish, they do not do things that may be frowned upon by the top. This is not unlike the grunts in the trenches do with their own lower level bosses.

That being said, these mid level players generally act or carry out operations that they perceive will be in line with the goals and wishes of the big bosses. This leads to the theory that one may get an insight as to what the top supports and desires by observing the middle manager implementors.

The short notes version of the above may be where the saying, " The fish rots from the head" originates.
