How do I assighn functions for public buildings in the sims 3 and where do I go to download sims 3 custom content that has different functions

coz most sim 3 downloads are only made to be viewed by sims but what downloads can I get where sims could have different functions with and get employement from. Also why is the sims 4 so full of pornography? Are thje illuminati trying to target a group of people that they couldn't reach with their perversion and lie's?
