I'm sick and tired of people not spaying and neutering their cats.

I love cats, and it hurts to see them suffer. I live in Iowa and there are so many ignorant people who think its okay to let their cats roam the streets and don't get them their basic shots and neuter or spayed. Sad so very very sad.
