I'm not sure. I would guess that there had to be some approval. Maybe the UN held meetings about this? They did so for the global solar shield upper atmosphere dispersals (evidenced by documents on line stating they were aware of the inability to contain dispersal ingredients within borders. (The atmosphere moves, is "fluid" in its motion)).
