In answer to the OP, Social Security and Welfare are funded differently. SS was funded with payments out of paychecks and employer contributions. Welfare comes out of the general fund.

During the Clinton years, they stole the bonds SS held in the trustfund, and replaced them with IOUs. In what is probably the most callous and heinous political farce of the 20th century, Gore, during his 2000 campaign promised to "put Social Security in a Lockbox" after it was defunded.

To make it worse, the MSM lied along with the Clintons through it all, pretending that Bill had balanced the budget, when he used these pilfered funds to shore up the balance sheet. Never to return them, as it was clearly impossible to do so as the big bump in population (the post WWII baby boom) was just moving out of the donation to the receipt category.

There is no evil to which the Clintons would not stoop to conquer.... not even, as Hillary has just exposed, to put pins in voodoo dolls.

Sorry for the bad news. We're broke.

George Bush did a gag photo at a filing cabinet when he entered office -- with a large IOU in an empty SS folder that had once held those funds. This was largely the reason Bush won, as both he and his cousin (and Prince Charles' cousin, as well), Al Gore, were wildly unpopular.

Also, the 'employer contribution' is also known as the other 1/2 of the employee contribution.

The total paid is 12.4%, the 2nd half also comes out of the computed salary of the employee. IOW, if your employer didn't need 'to pay your half' your salary would be higher that same amount.
