Pioneers did it! Actually I've seen this happen during the 60s in the hills above Ukiah, CA. A whole bunch of hippies went into escrow on an old ranch, Greenfield Ranch. Then they built weird motley houses for damn near free. Yes, the inspectors showed up to scuttle the project, "tear them damn hippy houses down," they ordered. About two hundred hippies said, "no," and ran the very surprised inspectors off the mountain. Gov. Jerry Brown jumped into the bash and got Alternative Housing passed through the State Legislature--something like that. Anyways those houses are still there, some are pretty cool.
