Have been applying like crazy through usajobs.... so little were referred to a hiring official.... I had a phone interview about one month ago... Never heard back after that... And now I have another phone interview next week, with a different employer... I have never had phone interviews before.... I don't like phone interviews at all. Is this becoming the norm?

Yes, it's the norm for corporate and government employment. It's just another level of screening before they invest face time into a real interview. What industry are you looking for work in? It's more common in some than others.
